Stair Exiting Into A Lobby

The code allows a stair to exit into a lobby (vestibule?) area if certain exceptions are met. One of those exceptions is if "The area is used only for means of egress and exits directly to the outside". Would a Lobby area that exits directly to the outside but also allows folks to enter a building comply? What if the Lobby also has an elevator? Picture a small entrance Lobby to a Restaurant.

Also, if there is only 1 stair from the second level, then you have to go directly to the outside since you are exceeding the 50% rule, correct?

You see the exit doors directly in front of you

Walk very little and exit

yes you can use same door to enter

Not sure location of your elevator, put seems should not matter. May be crowded at times

Te attached (or below) sketch is NTS. It seems that this would be compliant unless the jurisdiction says that having this also as an Entry Vestibule violates the exception about using the space only for egress.
Also, if this is the only stair, then it is 100% of the required exit from above, thus it would also not comply, right?
The entire lobby would be rated if stairs don't have doors.

Sounds like you are on the right track...Look at exit discharge, 1029 maybe......

Entry and circulation are allowed as well as egress. The prohibition on other uses applies to vending machines, etc.
