CPET in parking garages

For an open parking garage IBC 406 has charging language to comply with IBC ch. 10 for the MOE and I see no exceptions to the CPET requirements of 100' for an S-2 (I do see direct language in footnote f). For an enclosed garage, there is no language in IBC section 406 requiring compliance with ch. 10 for MOE, but just because it is not there does that mean that the enclosed garage would not need to comply with the same? After all, IBCt1006.2.1 requires a max CPET of 100' for any S occupancy. But, since the language for open garages is so precise I am left wondering what I am missing.

Just because T-1006.2.1 has a footnote f that explicitly mentions open parking garages, does not negate T-1006.2.1 for enclosed parking garages.
Note also that T-1006.3.3(2) may apply if your enclosed parking garage is either one story below and/or up to three stories above grade plane.
Furthermore, if your garage is 2 levels subterranean, that lowest level will need 2 MOE no matter what.
