Why does the non-walk surface need to be 4 ft wide, and the sidewalk 5 ft?
Not sure. Perhaps that was just the specifics of this particular city improvement.
Or perhaps they thought it would be a good idea to have a 5'x5' level and clear intermediate landing to facilitate wheelchair turnaround, particularly if a crosswalk signal button were to be added to the utility pole.
