Not sure. Perhaps that was just the specifics of this particular city improvement.
Or perhaps they thought it would be a good idea to have a 5'x5' level and clear intermediate landing to facilitate wheelchair turnaround, particularly if a crosswalk signal button were to be added to the utility pole.

Correct. And in the photo in the original post, I am assuming that everything in front of the back edge of sidewalk is public right of way.
