A-2 Use & Occupancy Classification

How do you determine if your A-2 occupancy is bar or restaurant use? We have a taproom that has a full commercial kitchen and will have a full-service restaurant, but our plans examiner has classified our project as a bar use. Is there a set of requirements we're missing? I would think the commercial kitchen would be sufficient, but looking for any suggestions.
 
303.3 Assembly Group A-2

Group A-2 occupancy includes assembly uses intended for food and/or drink consumption including, but not limited to:
Banquet halls
Casinos (gaming areas)
Nightclubs
Restaurants, cafeterias and similar dining facilities (including associated commercial kitchens)
Taverns and bars
 
How do you determine if your A-2 occupancy is bar or restaurant use? The specific reason that we're looking for the distinction is for restroom counts.
 
Is there a distinction between the bar area and the dining area? If so, I would apply the occupant load of the bar area to the bar fixture count and apply the dining area occupant load to the restaurant fixture count.
