Passenger drop off required at hotel lobby entrance?

Are you required to stripe a level sidewalk adjacent to the passenger side of a vehicle parked beneath a port cahere? No valet, self unloading.
Must you provide a dedicated dropoff area?
 
I think so...that is one of my comments on the hotel I am working on now. IBC 1106.7 requires passenger loading zones to be accessible. I would call the port cochere at a hotel a loading zone. But, there isn't really any definition for what makes something a loading zone for most occupancies/locations. I got the following from the US access board. I will make the comment, if they come back and say it is not a passenger loading zone I'm not sure what I would have to stand on.

This is how the Feds define it. I don't think my state that audits me for accessibility would agree.

So if they want a passenger loading zone but they don't want to comply as one they just don't put up a sign that says "passenger loading zone" and then it's ok? As a plan reviewer I made some places put in a complying accessible passenger loading zone that never put up a sign or labeled it as one on the plans. It just looked like one on the plans. Was that wrong of me?

Code says an passenger loading zone must have a sign with the accessible symbol on it. Code does not say it must also say "passenger loading zone"
What if it just said "loading zone"?

Loading zone vs drop off? D.O. is momentary while a LZ is for deliveries.
Scoping does not require one except for Valet assist, medical office buildings or?
If required then must a dedicated continuous access aisle be required? With an inset access aisle?
Ever see one at airport D.O's or big hotels?
If not signed "get out of jail free?"
Can colored concrete sidewalk adjacent to drop off be substituted for diagonal stripes?
 
Nothing in the IBC says anything about valet or medical buildings.
Access aisles shall extend the full length of the vehicle pull-up space, min. 20'.

All Commercial Plans must be stamped and singed in my state.
Code does not say how to mark access aisle. I guess it's ok as long it's a contrasting color from the driveway and sidewalks. I don't see anything in the code that would not let a level concrete sidewalk be the access aisle.
