Are 2-year-old and Younger kids on allowed on an upper floor instead of just the level of discharge?

Hi, I am new to this forum but have a code question that I haven't been able to find the answer to.

Our client (Church in Peoria, AZ) has a space issue where the 2-year-olds are running out of room on the first level and the question was asked, "Could the 2-years be moved up to the 2nd level where there is excess space not being used?"

The city of Peoria is in the 2018 International Building Code. I know in older codes, there was a requirement that stated that 2-1/2 year and younger kids, were required to be on the first level with direct egress access. I looked under Occupancy Group E and I-4 and can't see where that requirement exists anymore. Did this requirement get removed from newer IBC Code versions or if not, can someone direct me to the proper code section to reference?

Is it in a church/ house of worship that has a daycare room in it? Or is it a daycare run by a church....? Sprinklered? Egress directly out of the classrooms?
 
305.2.1 Within places of religious worship.
Rooms and spaces within places of religious worship providing such day care during religious functions shall be classified as part of the primary occupancy.

Hi Steveray,

The church does not have daycare facilities. These classrooms are only used during worship services where kids are watched in age-appropriate classrooms while their parents attend worship.

In that case, the area would be considered part of the Group A-3 occupancy.
 
I remember seeing that 2 1/2 year old requirement before as well, and I can’t find it anymore. Even though Kieth now has another approach, is there anyone that can answer the original question/
Where is/was that in the code?

UPDATE: Never mind, I received a PM that directed me to IBC/CBC 308.5 and 452.1.
