I am caught in another loop. I have a two-story, VB, sprinklered building. There are two stairs, and an elevator. One stair is an open exit access stair, permitted by 1019.3. The other is enclosed. If it is enclosed, does the enclosure require a fire-rating?
We have had a similar discussion about an elevator shaft.

So when following 713, a two-story hoistway enclosure must be a shaft enclosure and it must be 1-hr rated per 713.4.
Does the same logic (code section/s?) require a stair enclosure to be rated if provided? Is it automatically an "interior exit stairway"?
