Yes, catch basins can be used as a storm sewer point of cleanout.
Typically, storm drain lines are larger in size to accommodate a larger
volume of water..........Unfortunately, the potential for trash, debris &
other to enter the storm sewer drain lines is quite high.............A roof
downspout connection can also be used, as an access point for a
high pressure, water jetting hose to be inserted in to the drain
line.
