Retrofit windows

I wrote a correction stating that retrofit windows can not be installed in a rough framed opening in new construction. The pictures are that job.

An inspector told me that he wrote a similar correction and was overturned. He said that his supervisor is adamant that the window industry has come up with an approved method for using retrofit windows in new construction.

I can't find anything on the internet that backs up that supposition. Does anyone have information on this?
