Fire dampers in roof

Working a new build. I have an 8” vent pipe running (from first floor to roof) in a proper shaft. I have a FSD installed on the first floor into the shaft with a goose neck (with screen) exiting on the roof (six stories). The building inspector is asking me why I didn’t install a fire damper through the roof. I am at a loss because I have never installed a FD/FSD in a one hour rating roof.

Does anyone know of this requirement, if so, can you in lighten me of the code?
 
What is the construction type?

If the construction type does not require a fire-resistance-rated roof per Table 601, Section 713.12, item #1, does not require a fire-resistance rating at the top of the shaft.

If the roof is fire-resistance-rated, you can even use Section 712.1.15 (although titled "Skylights," the text states "Skylights and other penetrations") to avoid the fire damper if the roof structure is protected as stipulated in the section.

You can also continue the shaft above the roof and Section 713.12, item #3. Section 1511, specifically Section 1511.7.2, addresses "vertical shaft openings in the roof assembly." This redirects you to Section 1511.2 to comply with the requirements for penthouses, which have no requirements for fire dampers.

713.12 #1 and #3 both are good places to start, but generally we are not concerned about lighting the birds on fire when it burns out the roof...714.5 would be the other place to look and my gut says this is messed up, but hey....
