I generate enough complaints as it is.I have always used smoke in a can to test them. it's a spray can that sets them off.

WE TEST EACH AND EVERY SMOKE DETECTOR via test button to verify interconnection. BUT we found it too hard to use the canned smoke, especially on the vaulted high ceilings.I have always used smoke in a can to test them. it's a spray can that sets them off.
Not sure which code you have.R314.2 Where required. Smoke alarms shall be provided in accordance with this section.
R314.2.1 New construction. Smoke alarms shall be provided in dwelling units.
R314.2.2 Alterations, repairs and additions. Where alterations, repairs or additions requiring a permit occur,the individual dwelling unit shall be equipped with smoke alarms located as required for new dwellings.
Exception: See Section R314.6
Perhaps California or LA County deleted that exception or Illinois added that exception but LA County does not have an exception #2. It seems odd that your exception #2 omits electrical work.Not sure which code you have.
But mine says at 314.2.2 Exceptions: 2. Installation, alteration or repairs of plumbing or mechanical systems.
