How to classify a Campground?

The proposed camp has platform tents with electrical and water, and communal type buildings (dining hall, clubhouse). Leaning towards IRC for tents but by definition the intended use is R-1.... other buildings should fall under assembly. Plans submitted are minimal at this point, trying to determine occupancy type(s) at this point. Possible issues with accessibility and fire protection. All feedback is appreciated.
 
So the tents are "permanent"?...I would maybe agree with A for some of the community buildings based on occupant load.....Welcome to THE forum...
 
Don’t have an answer to your question, but wanted to point out that the virginia state parks have yurts and cabins, and at least one of each is accessible.

If the project is in Tennessee I would think it would be seasonal therefore I would be looking at the IFC requirements for the tents.

2018 IBC
3103.1 General.
The provisions of Sections 3103.1 through 3103.4 shall apply to structures erected for a period of less than 180 days. Tents, umbrella structures and other membrane structures erected for a period of less than 180 days shall comply with the International Fire Code. Those erected for a longer period of time shall comply with applicable sections of this code.

2018 IFC
105.6.47 Temporary membrane structures and tents.
An operational permit is required to operate an air-supported temporary membrane structure, a temporary special event structure or a tent having an area in excess of 400 square feet (37 m2).

Exceptions:

1. Tents used exclusively for recreational camping purposes.

2. Tents open on all sides, which comply with all of the following:

2.1. Individual tents having a maximum size of 700 square feet (65 m2).

2.2. The aggregate area of multiple tents placed side by side without a fire break clearance of not less than 12 feet (3658 mm) shall not exceed 700 square feet (65 m2) total.

2.3. A minimum clearance of 12 feet (3658 mm) to structures and other tents shall be provided.

TENT. A structure, enclosure, umbrella structure or shelter, with or without sidewalls or drops, constructed of fabric or pliable material supported in any manner except by air or the contents it protects (see “Umbrella structure”).

Is the project located in Tennessee? What is the applicable building code?
 
I would ask the AHJ since IBC doesn't seem to have anything specific on that, at least as far as I've seen. I saw a few other posts about this that said, unless you're in CA (that state has a 'Group C' specific to organized camps), it's likely a R occupancy of some type.
