Changing Table in Accessible Restroom

A search of the digital IBC for the term "changing station" produced no hits, so I'm going to vote no -- not required.

Some states might add that as a requirement.
 
There are no requirements in either the ICC A117.1 or the 2010 ADA Standards to provide a changing station.
Yes, I agree. The FBC Accessibility does not require one either. As a reminder the FBC put chapter 11 in their modified version of the ANSI A117.1 also known as the FBC Accessibility.
 
The first question is, when is a changing station required in a bathroom that is open to the public? Because if it's required in some other scoping code, then it follows that the changing table will need to be an accessible amenity. Once again, California is the outlier.
There is a California law known as AB 1227 passed in 2017, which add Sections 15805 and 50535 to the California Government Code, and Section 118506 to the California Health and Safety Code, relating to public accommodations. It applies to:
  • All public-owned / government buildings
  • The following privately-owned facilities that are open to the public (see CGC 118506 - https://codes.findlaw.com/ca/health-and-safety-code/hsc-sect-118506/ ):
    • theater or movie house, grocery store, health facility
    • convention center, sports arena, auditorium, cultural complex, exhibition
    • hall, library, passenger terminal, permanent amusement park structure
    • restaurant with an occupancy of at least 60 persons, as determined by the State Fire Marshal,
    • shopping center of more than 25,000 square feet,
    • tourist attraction or retail store of more than 5,000 square feet

California Code, Health and Safety Code - HSC § 118506​


(a)​
(1) A theater or movie house, grocery store, health facility, convention center, sports arena, auditorium, cultural complex, exhibition hall, library, passenger terminal, permanent amusement park structure, restaurant with an occupancy of at least 60 persons, as determined by the State Fire Marshal, shopping center of more than 25,000 square feet, tourist attraction, or retail store of more than 5,000 square feet shall install and maintain at least one baby diaper changing station if the facility is open to the public. There shall be at least one safe, sanitary, convenient, and publicly accessible baby diaper changing station that is accessible to women entering a restroom provided for use by women and one that is accessible to men entering a restroom provided for use by men, or at least one safe, sanitary, convenient, and publicly accessible baby diaper changing station that is accessible to both men and women.
(2) This section does not apply to an industrial building or to a nightclub or bar that does not permit anyone who is under 18 years of age to enter the premises. This section also does not apply to a restroom located in a health facility if the restroom is intended for the use of one patient or resident at a time.​
(b) This section shall not be enforceable by a private right of action.​
(c)​
(1) Subdivision (a) applies to all new construction, and, except as otherwise provided in paragraph (2), to all renovations of bathrooms for which a permit has been obtained, in which the estimated cost of the new construction or renovation is ten thousand dollars ($10,000) or more. If an entity subject to subdivision (a) is already in compliance with that subdivision at the time of new construction or renovation, additional restrooms equipped with baby diaper changing stations are not required.​
(2) Subdivision (a) does not apply to a renovation if a local building permitting entity or building inspector determines that the installation of a baby diaper changing station is not feasible or would result in a failure to comply with applicable building standards governing the right of access for persons with disabilities. The permitting entity or building inspector may grant an exemption from the requirements of subdivision (a) under those circumstances.​
(d) For purposes of this section, the following definitions shall apply:​
(1) “Health facility” has the meaning set forth in Section 1250.​
(2) “Restaurant with an occupancy of at least 60 persons” does not apply to a restaurant if there is a centrally located facility with a baby diaper changing station that is open to the public and located within 300 feet of the entrance to the restaurant.​
Now that you know when (in California) a diaper changing station is to be provided, here's what CBC 11B says about station accessibility:

11B-226.4 Baby Diaper Changing Station

Baby diaper changing stations shall comply with Sections 11B-309 and 11B-902. Baby diaper changing stations when deployed shall not obstruct the required width of an accessible route except as allowed by Section 11B-307.2. Baby diaper changing stations shall not be located in toilet compartments complying with Section 11B-604.8 within a multiple accommodation toilet facility.

11B-902.1 General

Dining surfaces and work surfaces shall comply with Sections 11B-902.2 and 11B-902.3.
Exception: Dining surfaces and work surfaces for children's use shall be permitted to comply with Section 11B- 902.4.

11B-902.2 Clear Floor or Ground Space

A clear floor space complying with Section 11B-305 positioned for a forward approach shall be provided. Knee and toe clearance complying with Section 11B-306 shall be provided.

11B-902.3 Height

The tops of dining surfaces and work surfaces shall be 28 inches (711 mm) minimum and 34 inches (864 mm) maximum above the finish floor or ground.

11B-309.1 General

Operable parts shall comply with Section 11B-309.

They are trying to work it into the code, but not sure if it made it yet…
Yeah, it appears that the scoping of when changing stations are required exists outside of the model codes for now. California has tucked it into government and health codes, where it’s easy to miss for those of us who focus mostly on locally adopted building codes and federal regulations.
 
BABIES Act was signed by President Obama into law in 2016 to require baby changing tables in the men’s and women’s rooms in federal buildings, which is a pretty good indicator it isn’t in previous standards.

Not fewer than one adult changing station shall be provided in the following locations:
  1. 1.In assembly and mercantile occupancies, where family or assisted-use toilet or bathing rooms are required to comply with Section 1110.2.1.
  2. 2.In Group B occupancies providing educational facilities for students above the 12th grade, where an aggregate of 12 or more male and female water closets are required to serve the classrooms and lecture halls.
  3. 3.In Group E occupancies, where a room or space used for assembly purposes requires an aggregate of six or more male and female water closets for that room or space.
  4. 4.In highway rest stops and highway service plazas.

What's THAT????

I know the reason for oversized, single-occupant "family" toilet rooms is to provide a toilet room where a family member or a caregiver can assist someone such as an elderly person who wears adult diapers, or someone who is saddled with a colostomy bag (been there, done that), but I have never heard of an adult changing "station."

I know the reason for oversized, single-occupant "family" toilet rooms is to provide a toilet room where a family member or a caregiver can assist someone such as an elderly person who wears adult diapers, or someone who is saddled with a colostomy bag (been there, done that), but I have never heard of an adult changing "station."
Same reason we now have "assisted" toileting and showering rooms....
