Can I intercept my boiler and replace hard wire with a cord and plug and a receptacle so I can power it from a battery in power failures?

If the 2020 NEC applies, you generally cannot replace a hardwired boiler connection with a cord and plug unless the boiler is listed for such use by the manufacturer. NEC 400.7 and 422.16(B) limit flexible cord use to specific applications, and modifying the boiler could violate NEC 110.3(B). A better option may be using a transfer switch or an inlet with an interlock for backup power. Check manufacturer guidelines for compliance.
 
Do you think if I did it that it creates a hazard? Or one worse than no heat? All 20 amp rated parts and 12/3 SO cable.

It would be an electrical code violation so it is up to you as the homeowner to decide how important it is to you. It is a personal choice. You can buy hardwired UPS systems but they will cost you a lot more.
