Build out on the second floor of a commercial structure, Business occupancy, Dental office. Is an elevator required in Florida?

It appears that Florida follows the ADA on this, with a general exception if the second floor is under 3,000 square feet, BUT that this exception doesn't apply if it's a health care provider. I would classify a dentist as a health care provider.
