2021 IBC, 1104.1. States at least one accessible route shall be provided from public streets or sidewalks. Building on a corner, served by two different streets with public sidewalks. I am conflicted by "at least one", the plural form of street in the code language, and the commentary which says "at least one route from each arrival point". Does this code section require that both street/sidewalk arrival points have an accessible route? Or only "at least one"?
 
Code includes elements other than just bus stops. Are you saying a building doesn't require an accessible route to the public sidewalk if there is no bus stop?
 
If the sidewalks join up at the corner, then you only need one route from the sidewalks. If they remain separated (no route connecting them outside the site), then one from each sidewalk is likely needed. Each site arrival point needs at least one accessible route. If you're on one street and can't get to the other street where the accessible entry is, then you (probably) need an accessible route on both streets.
 
Exception: Other than in buildings or facilities containing or serving Type B units, an accessible route shall not be required between site arrival points and the building or facility entrance if the only means of access between them is a vehicular way not providing for pedestrian access.
 
This is what Site Arrival Point means.
A site arrival point in ADA language refers to locations such as accessible parking spaces, passenger loading zones, and public transportation stops that provide access to a building or facility, including the public common use sidewalks that get you to the point (main entrances or exits) you want to arrive at. These points must have at least one accessible route leading to and from the accessible entrances or required exits, of the buildings.
