What could be in store for me.

1/2" anchor bolts of raw steel are fine. I would require an engineer to stamp and date the existing plans and require a new permit for the remainder of the construction. Have an engineer evaluate the integrity of the existing foundation while you're at it. I agree with the Fat one 's advice!

    carpet or no carpet

    not true too!

When is a roof considered 'accessible' as a deck (therefore requiring a railing)?

no guards required on a roof . If it is labeled on the plans as a roof deck or occupiable space, i would require guards.

    Exterior Stairs

repair them and call it good. The stairs/ landings are not a means of egress from a building to a public way. I'd call it a bunch of landings and a landscape feature from your description.

    Drawing ownership

see mark randalls comments. the draftsman is a drawer , not a licensed professional. The building dept decides if the plans meet the prescriptive requirements of the code and whether a RDP is required or not. Beyond that :who cares?
  12. pwood

    Drawing ownership

portions of plans that require engineering are the responsibility of the RDP. If the other part of the plans does not require a RDP by your law then who cares who signs them? I require stamped truss sheets for otherwise exempt plans as an example.

Who pressure tests a new house?

i require the plumber to have piping under test at rough in and outside piping prior to cover up. require a pressure test certification from the gas company for a final.
