    shelf or counter for more than on telephone being provided in a barrier-free path

    This is a quiz question for Ontario Building Code. Why is d) the answer? Is it because there is only one telephone being provided, so that the "more than one" condition is not met? By the way, is there any difference between a shelf and a counter here?
