There is 1 bar top and bottom. Two are always required at the top and two are always required at the bottom. The attendant note always says "Two # 4 top and bottom" That leads to confusion because the workmen think, "Okay, we need two bars. One at the top and one at the bottom" That is a reasonable assumption given the note.

Well since nobody there can read English, they use the pictures. Now if we could make sure that they get the correct pictures.

They made a bunch of mistakes because they can't read English. Every footing is too shallow by 4" to 8". Anchor bolts are epoxied into existing footings haphazardly. They did get a deputy inspector for the epoxy anchors. I wonder why that deputy didn't point out the mistakes.
The obvious solution is plans in Spanish....and I can work from the pictures.
