2007 CBC section 1024.3, Exit discharge location, R-3 occ.

This seems a little stringent for a R-3 occupancy. Project under review is 2nd story living above a garage/storage, with stairs 4'8" from and parallel to a property line. I can see using Ch 7 for ratings at stairs, but no discharge less than 10 feet?

How are other Cal. jurisdictions calling this :?:
