2010 CBC R 2.1 with Restraint

Does anyone have any experience with CBC 2007 I-1 or 2010 R-2.1 RCFE occupancies using restraint? I would like to understand which I-3 provisions have to be followed, and how to address the use of carpet finish.

You contact the carpet Manufacturer, they will provide you a list of complying products

804.4.1 Minimum critical radiant flux. Interior floor finish and floor covering materials in exit enclosures, exit passageways and corridors shall not be less than Class I in Groups 1-2 andR-2.1 and not less than Class II in Groups A, B, E, H, 1-4, L, M, R -1, R -2 and S. In all areas, floor covering materials shall comply with ASTM Standard E 648, and having a specific optical density smoke rating not to exceed 450 per ASTM E 662.Exception: Where a building other than a Group 1-3 is equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2, Class II materials are permitted in any area where Class I materials are required, and materials complying with ASTM < Standard E 648, and having a specific optical density II smoke rating not to exceed 450 per ASTM E 662 are permitted in any area where Class II materials are required.

Thanks Mark for your comments and welcome. I am not sure how to read code: RCFE + Restraint must comply with "all" 408 Group I-3. Sec. 408.1 General requires Group I-3 to comply with 408 and "other applicable provisions of the code". Are we saying that RCFE + Restraint is not required to comply with those "other applicable provisions provisions of the code" that only reference I-3? 804.4.2 would apply only to Group 1-3 but not to group I-1 RCFE with Restraint? This would be consistent with Guide to Juvenile and Adult Detention Facilities published by CDC and SFM; carpet alowed if sprinklered per 804.4.1 Exception.
 
From my understanding "The occupancy shall be I-3: Where restraint is practiced."

Even in a Residential Care Facilities for the Elderly. (RCFE) like Alzheimer Care Facilities
 
RCFE w restraint 425.2.1 Exception. Classified in 2007 CBC as I-1 and 2010 CBC as R2.1.
