Which Came First? California Building Code Chapter 11B and 2010 ADA Standard

This is an informational presentation and discussion on the proposed 2014 California Building Code and how it relates to the 2010 ADA Standard. For 20 years the Division of the State Architect has chased the regulatory goal to have the California Building Code revised and certified to equal or exceed the 1991 ADAAG. Replacing the 19919 ADAAG, the 2010 ADA Standard went into effect on March 15, 2012. Now the code revision and certification process begins anew. The presentation focuses on DSA’s and the California Building Standards Commission’s activities to develop the 2014 California Building Code. They have created a document that starts with the 2010 ADA Standard and melds the unique California provisions into it. The discussion focuses on the code revision process, trigger dates and key changes that will impact design for new construction, exceptions for alterations and quality assurance/quality control issues in the construction field.
About the Speaker
John Paul Scott, AIA CASp is a California licensed architect and Certified Access Specialist (CASp). He has been practicing in the area of design for accessibility for more than 20 years. JP is an ADA Guru & Geek. He serviced on the California Building Standard’s Commission’s Access Advisory Committee during the development of the proposed 2014 California Building Code Chapter 11B Accessibility. Representing the International Association of Amusement Parks and Attractions (IAAPA), he serves on the International Code Council’s A117.1 Accessible and Usable Buildings and Facilities accessibility standards committee. Mr. Scott is the manager of the City and County of San Francisco’s ADA Transition Plan and the plan’s capital projects.
