2017 FL IBC, Is a elevator required?

I have an existing 1 story, 10k SF motorsports showroom in FL. The owner wishes to add a 2,000sf mezzanine to sell clothing and apparel. I am trying to understand if any of the exceptions under ADA 206.2.3 Multi-Story Buildings and Facilities apply?

Exception 1 should apply, if Florida enfoces ADASAD. IBC 1104.4 exception 1 is similar.

Unless similar goods and services are available on the showroom floor the mezzanine must be accessible.
