2018 Energy Credit Changes (WA)

The new energy credits in the (Washington) energy code (table 406.3) seem to exclude the use of the old style electric water heaters in new R-3 construction. Rather, it seems that heat-pump style water heating is now required where electricity is the fuel type, when applied to new home construction over 1500sf.

Are tank-less, electric-powered water heating systems no longer allowed?
When are standard electric, non-heat pump tank-type water heaters allowed now in R-3 new home construction over 1500sf?

If I'm reading the options correctly the only time they are allowed now is when they are gas-fired, either NG or propane?
 
They are allowed when you are not taking a credit for efficient water heating per Table 406.3
