For some reason I cannot wrap my head around 1006.3.3 Single Exits. (IBC 2018)
I have a sprinklered building, the third story is office tenant (B occupancy) under 49 occupants. I can meet table "1006.2.1 Spaces with One Exit or Exit Access Doorway" with a single enclosed exit stair. I am also meeting CPET, and Travel Distance. The confusion comes with conditions 1 and 2 of 1006.3.3. I need to meet ONE of the conditions only.
Condition 1. I can't meet this condition with a single exit stair, because table 1006.3.3(2) says that "stories with one exit or access to one exit" are essentially "not permitted" beyond the second story above grade plane for B occupancies.
Condition 2. Says "Rooms, areas, and spaces" (note it does not say stories, however 1006.3.3 says "single exit permitted from ANY story".) So, rooms areas or spaces complying with 1006.2.1 with "exits that discharge directly to the exterior at the level of exit discharge, are permitted to have one exit or access to a single exit." The code commentary says that this condition does not refer to "stories" and only rooms areas and spaces - however the prerequisite 1006.3.3 language says this applies to "any story" if one of the following conditions exists. Why and how would the condition negate the "any story" from the premise?
So very very simple question: Can I have a third floor B occupancy that has a single enclosed exit stair (assuming I meet CPET, travel distance, etc.)?
Also, part of condition 2. "exits that discharge directly to the exterior at the level of exit discharge" - what exactly does that phrasing mean? Does this exclude an exit stair that discharges at ground level to the exterior? "discharge directly" - what is discharging indirectly?
