No to my knowledge if in a single family house.

But you can still install a room with just a toilet, right? It juts means that such a room wouldn't be subject to the restrictions or permission in the UPC that refer to a half bath.

That sounds reasonable until you ask almost any woman. It would be a deal breaker with my wife.
