2x2 emergency lights with battery

I have office tenant space inside portion of building with 2x2 lights that have battery backup. Their is two feeds to the lights one switch and another unswitched. The switched portion allows the 2x2 emergency light fixture to turn off light. However when the electric power goes off or fails then the unswitchted portion kicks in regardless of light switch is on or off.

Question:

1. Does not the 2x2 emergency light fixture need to stay on and Not be switched all the time? What does IBC 2018 say about this?

2. Is their any requirement of night light for such space in IBC 2018?

Check the wiring diagram. The fixture should have an internal circuitry to sense whether there is juice in the unswitched feed and kick in the battery only when the unswitched feed loses power.

No its not the same. Previous had to do with exit sign. This one is a out emergency light fixtures 2x2 does building code require to be on all the time or not?

It does have that. However under normal power this can be switched off when utility has not failed. Does IBC 2018 allow that to happen or does it need to be on all the time?
 
IMHO, yes it can be switched off. think about classrooms, you can turn the lights out but when power is out the battery keeps the light on till battery dies. Now in an egress (corridor) the code says it is to remain on when the building is occupied. this suggest to me that the light can be off at night. All thou some prefer that a few stay on for security reasons or if employees or janitorial staff are in and out over a 24hr period.
