304.14 IMPC Window Screen

Just heard the following in a CE hearing. City of Bradenton, FL adopted IPMC 2018 as ordinance:

CE guy Volker Reiss says all windows must have screens because all windows are required for ventilation in his opinion. Doors do not need screen (although Section 304.14 clearly say so) because not needed for ventilation in his opinion.

"Windows are required for ventilation. When open they let air in and out. Doors usually aren’t even though some people open them to let fresh air in.....

CE was asked by owner that IPMC says windows REQUIRED for ventilation equal about 8% of size of home per 402.1 and NOT all windows should need screens.

CE guy completely disregards that argument with "this is how we did that in the last 10 years..." and presses a potential $50 daily fine if not complied within 30 days equalling $365,000 potentially for not having window screens.
 
City of Bradenton Code Enforcement is corrupt and not knowledgeable. A couple of years ago they went viral with the "Flag house." Volker Reiss and the City of Bradenton code enforcement crew bothered a foster family of 9. It was minor issues like rotted wood and window screens (!) in a century old home. All unfolded due to an annoymous complaint about a Christmas tree. Eventually, somebody hating Christianity filed the complaint and the code enforcement had no issues following this complaint. At some point the family painted the home as an American Flag and went viral. Bradenton code enforcement is known to spy on people.

We don't accept "anonymous" complaints. In our view it is too easy to harass your neighbors. Our lawyer also indicated that we would have a much harder job in court without an actual complainant.
