30amp 220 dryer line to 20amp 120 outlet ?

Morning all,

Last year when I remodeled my laundry room cabinets and went to (1) combined washer/dryer which doesn't need a 30amp 220, nor vent I just left the old dryer plug as is.

Looking for another circuit on the counter I thought about the 10ga 4 wire sitting in that box not being used.

Is there anything within the NEC that would not allow me to remove the wires in the panel and connect the white/black to the neutral and a 20amp breaker and cap the red.

And then cap the red in the box in the room and wire pigtails to the white, black & ground and connect it to a 20amp duplex outlet and put the cover back on?

I would note the breaker in the panel and with a wire tag on the wire in the panel.

But, am I going off the reservation with this thought to gain another circuit on the counter?

No problem with what you describe. Your EGC will need to be #10, but that will be true of a 10/3 cable. If you want two circuits, you could use a double pole breaker (or two full size single poles with a handle tie) and have an MWBC.

Yep...allowed to have oversized wire for voltage drop and stuff....

There is no problem with what you describe, provided the GEC is appropriately sized. I've had #8 wire run in conduit for receptacles in a large facility due to distance and voltage drop. The pigtails were #12awg, so you can attach to the receptacles, and the EGC was appropriately upsized.
