I was wondering if the floor above has no HE, is that entire floor considered a refuge area?
Each side would be for the other...no?...and then if you had a vertical hole on one side there would be nothing stopping it from crossing over and then it would just have to find another hole to go 360....

That would happen if there was atleast two unprotected floor openings, one on either side of the HE
