Is there heat in the building?

cda, you don't have to address that except at the inspection.
The requirement is to "maintain" the temperature. Since you can't maintain what hasn't been constructed there's nothing to do during plan review if the building is intended to be heated. And, when inspecting, if the hvac inspection shows that the unit is operational, that's about it.
On the other hand, if the piping is in weird places you can question how heat will be provided in that space. For a typical lay-in-ceiling-with-insulation-on-the-roof there's nothing to worry about since the heated space below the ceiling will leak up into the interstitial space. But if they add batts or blankets to the tile and duct everything, then its worth asking. Years ago when I did sprinkler reviews, I'd ask occasionally - especially if the designer/contractor has a less than stellar reputation or is an unknown.
