47 story new building. Woops... We forgot the elevators!

I saved a copy of this so that the next time an elected official tells me how Architects are professionals that never make mistakes and surely know more than any plans examiner about codes I have something to trot out for them. I realize it occurred in Spain but still. The part I found really funny was that the article seemed to state that the building was originally going to only be 20 stories as a reason for the missing elevator..... Hellooooo even that is a few to many stairs.

they are in better shape in Spain that in the US.. wouldn't you HATE to be a furniture mover there?
 
Well if they forgot the elevators it sure dose make you wonder what else they forgot??? Ok, I threw it out there. Don't let me down with the fun comments!

The article actually states they have elevators up to the 20th floor, they just forgot and then the rest of the way.
 
I do believe this guy or gal was involved some how....

There is enough stupidity in that space to be shared by all. Architects, builder, workmen, inspectors, plan checkers, guy that sweeps the floors. Everyone.Brent.

No disagreement here on that comment. I can't imagine how this could have occurred.... Anyone know if/what codes exist in that Country and if there is any process? I presume they have some standardized construction laws?
