502.1 Parking Spaces striping and overlapping width measure ("Exception")

1-stall (Van with adjacent loading/access aisle)
Typically parking and aisle is measured from centerline of 4" striping (Van+access = 17'-0" center of stripe). However, the exception specifically allows for single ADA parking to be measured from full width of stripe for "the parking space or access aisle". Does it follow that each is measured independently from outside edge of paint line and thus overlap each other,,, so the whole system, parking space width + aisle width actually sum less than 17'-0" ?? Something like 16'-8".
 
I'm stealing that analogy, "the ADA oreo".
The condition when an expert is caught between common-sense and non-sense with professional liability balancing somewhere in the middle.

2019CBC 11B-502.1 General. Car and van parking spaces shall comply with Section 11B-502. Where parking spaces are marked with lines, width measurements of parking spaces and access aisles shall be made from the centerline of the markings.
Exception: Where parking spaces or access aisles are not adjacent to another parking space or access aisle, measurements shall be permitted to include the full width of the line defining the parking space or access aisle
