803.2 Thickness exemption

A question on finishes.
803.2 reads " Materials having a thickness less than 0.036 inch (0.9 mm) applied directly to the surface of walls or ceilings shall not be required to be tested."
After that , a series of paragraphs apply for different materials.
Does the exception supersede all subsequent paragraphs?

Makes me wonder, for example a type of film used for advertisements in interior areas is referred to as "calendered vinyl (monomeric)", its thickness is 0.1 mm, yet the manufacturer got it tested and classified as class B for some reason.
What's the deal here?
