A dire need for stronger building code enforcement

Maybe Zoning is the correct culprit, depending on how their charter is written. And also how much authority they have. The article talkes about a large number of abandoned buildings that are in disrepair. Does that fall on zoning? Or the inspection office? And then how do you enforce cleanup when the owner is an LLC? How much time and resources do you expend on the abandoned house when you could better use the time to falsify records and accept bribes (read the article).
