This is from Ontario Building Code division B.

Is "above second storey" meant to be including windows on the second floor or only windows from third floor and above?

"Storey" is italicized, which suggests that you should read the definition of "storey" for your answer. My thought, being in the U.S. and not familiar with your code, is that the barriers described are required only on the third floor and above.
