Here is the tale of 2 almost identical requirements, the 2nd one is specific to Airports:

E109.2.8 Clocks. Where clocks are provided for use bythe general public, the clock face shall be uncluttered so

that its elements are clearly visible. Hands, numerals and

digits shall contrast with the background either light-ondark

or dark-on-light. Where clocks are mounted overhead,

numerals and digits shall comply with visual character

requirements.
and now airports

E110.4 Clocks. Where clocks are provided for use by thegeneral public, the clock face shall be uncluttered so that its

Why couldn't E110.4 Clocks just say Clocks provided for use by the public shall comply with E109.2.8

Why is it separate for airports to begin with. It is not excluded so why the redundancy?
 
SECTION E109 IS SPECIFIC TO TRANSPORTATION FACILITIES AND STATIONS

SECTION E110 IS SPECIFIC TO AIRPORTS

Probably inserted into the code by different entities

The airport people don't want to be considered a transportation facility or station
