Here is the tale of 2 almost identical requirements, the 2nd one is specific to Airports:
Why is it separate for airports to begin with. It is not excluded so why the redundancy?

Why couldn't E110.4 Clocks just say Clocks provided for use by the public shall comply with E109.2.8E110.4 Clocks. Where clocks are provided for use by thegeneral public, the clock face shall be uncluttered so that its
