Accessibility and reach requirements with a Dwelling Unit

I don't know CT codes but ICC/ANSI A 117.1-2006 does not require it.

Are you talking about a "window"/ opening that can be used to pass stuff out of the kitchen to other areas....But is not really a required feature? Not required to be accessible....

Luckily my code does not address value:
[A] 101.3 Intent. The purpose of this code is to establish the
minimum requirements to provide a reasonable level of
safety, public health and general welfare through structural
strength, means of egress facilities, stability, sanitation, adequate
light and ventilation, energy conservation, and safety to
life and property from fire and other hazards attributed to the
built environment and to provide a reasonable level of safety
to fire fighters and emergency responders during emergency
operations.
Ceiling mounted lightbulbs are not accessible either so do they have no value or are they required to be accessible?

I split hairs for a living.....And fight harder for accessibility than most inspectors in the area, but there is a point when I legally need to stop and there it is...
