Accessibility of exit doors in CA

Applicable code is ADAAG and California Building Code (IBC ADA not adopted in CA)

I have an exit-only door in a new market, no access from outside to patrons or employees. The door is in an alcove and connects to an exterior 4' wide POT. The door is not more than 24" above grade, so it is required to comply with CBC:

1133B.1.1.1.1 All entrances and exterior ground-floor exit doors to buildings and facilities shall be made accessible to persons with disabilities. Such entrances shall be connected by an accessible route (complying with Section 1114B.1.2) to public transportation stops, to accessible parking and passenger loading zones and to public streets or sidewalks, if available. Entrances shall be connected by an accessible route to all accessible spaces or elements within the building or facility. ...

and

ADAAG

4.14.1 Minimum Number. Entrances required to be accessible by 4.1 shall be part of an accessible route complying with 4.3. They shall also be connected by an accessible route to all accessible spaces or elements within the building or facility.

Since the CBC refers to both exits and entrances, and since both the CBC and the ADAAG clauses say that entrances must be connected by a POT, and, can this wording be taken to mean that if a door is exit only, then maneuvering clearances are required only on the interior side, and the exterior recess can be 3'x3' wide?

IMO

If you have an exit only, no lever on the exit side, there is no reason for “Maneuvering clearances” on the exterior side. But the exterior recess cannot be “ 3'x3' ” since the door is 3 feet wide. The exit does need to lead to an approved evacuation area or to the public way.

I guess, as you suggest, the lever outside is the key factor. I had thought just a sign. The door is necessary for FD access, and they will want the lever. So it seems I should deal with the clearance both sides.
