Without a tape measure, it looks like it would comply with many portions of 2010 ADAS but would violate several California amendments including:
the signage (braille might be within 6” tactile shape field)
min. 48” in front of the toilet rim
min 18” from CL lavatory to adjacent side wall
29” min AFF knee clearance at front edge of lav
soap and paper towel height greater than 40” AFF
the spray bottle might be in the toe space
The toilet flush valve mechanism might be closer than 1.5” from the underside of the grab bar.
Trash bin clearance might work, but would have to see distance from lav to see if it is possible to maneuver into place.
And depending on other adjacent facilities, the changing table might not be allowed in the room.
If /when the changing table IS allowed in the room: another thing to check, if the passage door has a closer, is the 12” clearance on the push side - - I notice the handles of the changing table sticking out Into the room.
I personally think that a diaper changing table is a type of shelf associated with water closet use, and is therefore allowed to overlap toilet clearances.
