604.3.3 Clearance overlap. The required clearance
around the water closet shall be permitted to overlap
the water closet, associated grab bars, paper dispensers,
sanitary napkin receptacles, coat hooks, shelves, accessible
routes, clear floor space at other fixtures and the
turning space. No other fixtures or obstructions shall be
within the required water closet clearance.

And the vertical grab bar

Could be a sanitary napkin receptacle on the wall but might be to close to the lavatory (less than 15" to center).
If they are 4" tiles the grab bar on the side wall is too short.
 
Nothing is allowed above a grab bar within 12" per ADA.

Edit: The vertical grab bar is permitted above the horizontal grab bar, nothing else is allowed within 12" of the top.
 
Cant tell for sure
  • it appears like the Grab bar is less than 33-inches above the floor. Assuming wall tiles are 4-inches....
  • it appears the tp dispenser is not at 19-inches. Assuming wall tiles are 4-inches....
Assuming wall tiles are 4-inches:
  • It appears the paper towel dispenser and the mirror are compliant in height
The location of the Trash receptacle and the sink, though appears compliant, could interfere with a side transfer onto the toilet by pushing the wheelchair forward too far for a safe transfer.

As we've discussed on other threads, you could attach the paper towel dispenser to the floor right in front of the water closet and it would still be compliant with 604.3.3:

I had a toilet room with a 5' high plastic storage shelfs in the clear space siting on the floor once. (not a wall shelf). I had to approve it because the code allows shelfs in the clear space but it did not seem right since it took most of the space between the toilet and lavatory and blocks the space for a wheelchair.
