I have a public housing project that is installing a dog wash station for self-service use by the residents. Therefore it needs to be accessible for use by residents with disabilities. This is not an "employee workstation", and there is nothing in either the CBC or ADA that specifically address "dog wash" stations.
QUESTION: Do you think that a dog wash station is a type of "work surface" per CBC 11B-226?
(Most manufactured dog wash stations do not have both 27" knee clearance AND max 34" rim clearance AND max 46" tether / control reach.)

"...where work surfaces are provided for use by other than employees, at least 5 percent shall comply with Section 11B-902." - 11B-902.1 General
Dining surfaces and work surfaces shall comply with Sections 11B-902.2 and 11B-902.3.
11B-902.2 Clear Floor or Ground Space
A clear floor space complying with Section 11B-305 positioned for a forward approach shall be provided. Knee and toe clearance complying with Section 11B-306 shall be provided. - 11B-902.3 Height
The tops of dining surfaces and work surfaces shall be 28 inches (711 mm) minimum and 34 inches (864 mm) maximumabove the finish floor or ground.

Alcoves shall be 36 inches (914 mm) wide minimum where the depth exceeds 24 inches (610 mm).
