Accessible route from EV parking stall to charger

Hello,
I am being required to show an accessible path of travel from an E.V. parking space to the charger that serves that space. The issue is that directly behind the E.V. parking stall, we have a concrete valley gutter that runs the full width of the space and beyond. The cross slope of the valley gutter does not exceed 2% BUT the valley gutter slope itself is 4% each leg of the "V". Has anyone ever dealt with this as an issue or is the plan checker maybe being a little nit picky or perhaps misinterpreting the code? CBC 11B-812.5.1. Thank you in advance for any help.
 
Don’t know code, but common sense says he is right. Can you bridge over the gutter with a piece of sheet metal?

That may be an option. I thought the code allowed for a maximum of 5% slope in the direction of travel and a maximum cross slope of 2%. If this is the case, we should be fine as the slope of the V gutter is 4% in the direction of travel.
 
11B-812.5.2 Accessible route to EV charger. An accessible route complying with Section 11B-402 shall connect the vehicle space and the EV charger which serves it.

No wiggle room there and what about when it rains? Are ambulatory spaces going to require wading to get to the charger?

"V" ditch side slopes when combined cannot exceed ( ). See CBC 11B
