Accessible route within a site

1104.2 At least one accessible route shall connect accessible buildings, faciulities, elements, and spaces that are on the same site.

Can a public sidewalk adjacent to the site be used for part of this accessible route? What do you think?
 
1104.5 Accessible routes shall coincide with or be located in the same general area as a general circulation path.

This doesn't sound like it opposes a sidewalk located adjacent to the site.
 
This is a R-2 multifamily project that has two structures located on top of a p.t. slab garage. One structure contains 3 floors of stacked flats, the other structure is a duplex. I have connected the two buildings with an accessible route that uses the adjacent sidewalk in the public row.
