Accessible Windows

We have an I-2 occupancy Skilled Nursing Facility using 2003 IBC. Section 1109.13.1 states that all of the Type A, fully accessible units must have at least one accessible window if opperable windows are provided. The article further throws us to ICC A117.1 which states a 48" maximum reach to the window locking device and 5 pound operating force on an opperable window. There is no such thing that we can find on the market. The Owner really wants to provide operable windows but may have to go to fixed windows because of these requirements. Has anyone ever come across something like this and how did you get around these issues?
 
Sorry - we are using single-hung windows. There isn't a single-hung window that we can find that meets the 5 pound force requirement.

Then you will have to use a different window type.
