Allowable area increase: perimeter calc of donut-shape

I have a square-shaped "donut" building - - it has a big inner courtyard in the middle, completely surrounded by my building (except for a couple of exit passageway tunnels).
When doing the frontage calc per IBC 506.3, it says I need to input "P", the length of the perimeter of entire building.
Do I include:
(a) only the outer perimeter of the building, or
(b) the outer perimeter plus the inner courtyard perimeter?​
