am I missing a section from 2006 IBC

or am I blind... where in the 2006 IBC reference notching/boring of the top plate similar to IRC Section R602.6.1?

I wish I had'nt looked. Evidently some buthead decided it would be cute to use the term "partition" to describe a wall; and hide it in the "IBC EXTENDEX".

2006 IBC;

2308.9.8 Pipes in Walls. " Where plumbing, heating or other pipes are placed in or partly in a partition, necessitating the cutting of the sole or plates, a metal tie not less than 0.058 inches (16 galvanized gage) and 1 1/2 inches wide shall be fastened to each plate across and to each side of the opening with not less than six 16d nails."

Also, see 2308.9.10 and 2308.11 for cutting and notching; and boring holes for studs.
