So in the many decades of seeing a lot of things, have not done one of these.

So I do not have many details,

Maybe around 4000 sq ft building, May have an adjoining unknown business in the future.

Building already has fire sprinkler system

I am thinking like handgun and rifle rounds.

Not sure what materials will be on hand or quantity.

So with all that detailed info,,,

Maybe those that have done small scale in the past

Occupancy type??

Other requirements should be looking for?

Do they have to be in thier own building, no one else??

Any distance away from other buildings??

Conventional "gun-powder" is more appropriately identified as smokeless powder, and is classified most commonly as a Division 1.3 Explosive.

Given the classification as a Division 1.3 Explosive, you may review IBC Table 307.1(1), of which I have inserted a portion of below.

As per the table above (subset of IBC Table 307.1(1)), you can see that you will fall under either a H-1 or H-2. Will need to be mindful of maximum quantities.

Actually that was a dumb statement. Title said “manufacturing”. Im thinking reloading is a relatively small scale operation, couple of pounds of powder, whereas manufacturing is much larger. More people, gunpowder, lead, equipment.
