The UPC does not specify the color within the code. It does require purple primer in the installation standards in the back of the book but they have to be specifically adopted before an AHJ could enforce them

when you look in the installation standard for pvc dwv piping in the back of the plumbing code the requirement for purple primer rears its ugly head. these standards apply if you adopt them or section 316.1.6 gets you to table 14.1 which gets you to the installation standard for pvc dwv which specifies purple primer.

Does UPC allow for alternative materials without having to adopt the referenced standards?

[A] 105.2 Alternative materials, methods and equipment.

The provisions of this code are not intended to prevent the installation of any material or to prohibit any method of construction not specifically prescribed by this code, provided that any such alternative has been approved. An alternative material or method of construction shall be approved where the code official finds that the proposed alternative material, method or equipment complies with the intent of the provisions of this code and is at least the equivalent of that prescribed in this code.

Table 14.1 does not reference IS 9-2006 that is why I was asking if I am missing something. Perhaps another Standard that includes the "Purple Primer" requirement.
