Another multistory accessibility question

I know, this has been discussed but I hate to make a mistake. An existing three story building, 2 stories with a basement. Being converted to a co-working space. Office spaces located on each level, accessible toilet facilities on the accessible main floor. 1104.4 requires a route to each level, exc. #1 does not apply but if I read exception #2 correctly, since none of the uses are as indicated in 1107 or 1108, and identical spaces exist on the non-accessible levels as the accessible level, then no route is needed to the basement or 2nd floor. Am I reading it correctly?
 
Is it open to visits by the general public/ clients?
Yes, it is an office use. As employee workspaces they would be required to be accessible to enter and exit, and the toilets and common areas are required to be accessible on the accessible floor but I don't think an accessible route is required to all stories as long as all uses are duplicated on the accessible level.
